To rid yourself of this annoying message, Right-click the icon in the notification area, highlight 'Run Blocked Programs', then click 'System Configuration Utility.'
Check the "Don’t show this message or start System Configuration when Windows starts." check box and press OK.

God Mode puts all of the Window's operating system setting's in one place. This saves having to click all over the place to change different settings.
To enable God Mode, create a new folder and name it GodMode.{ED7BA470-8E54-465E-825C-99712043E01C} The icons will automatically change to the God Mode icon. Double click it and edit any settings you desire.

The easiest way to do this on a Windows XP machine is to Right-Click an empty/unused area of the desktop and select Properties. When the Display Properties window opens, select the Desktop tab and click the Customize Desktop button. Clear the Run Desktop Cleanup Wizard every 60 days check box and click OK.
The popup has been disabled.
Open Outlook Express. On the Tools menu, select Options. Select the Maintenance tab and click the Store Folder Button. This is the location of your Outlook Express mail folders. Select the entire path and copy it (Ctrl+C).
Press Start and then Run(or Win+R). When it pops up, Paste (Ctrl+V) the path in the Run dialog box. You can also paste it in Windows Explorer's address bar.
Copy all of the folders and back them up wherever you choose.
To determine which version of DirectX is installed on your Windows computer, on the Start menu, click Run. (Or simply Win+R to open the Run dialog box).
When the Run dialog box opens, enter 'dxdiag' without the quotes and you'll see a pop-up with information about your system--as well as the version of DirectX that is installed on your machine.
